Basics

The basics

Almost every borrower's question comes down to four topics: what exactly you are signing, how much it costs, who you are dealing with, and what the law lets you do if your plans change. Below is a short overview of each, without complicated wording.

Interest is the price of the time you hold someone else's money. The longer and more expensive it is, the more carefully you should read.

— Editor's note

This section summarizes the general provisions of Russia's Federal Law No. 353-FZ and public materials from the Bank of Russia. It does not take the specifics of your contract into account: if your situation does not fit the description, show your documents to a lawyer. Rules in other countries differ — check your local regulator.

How a loan works

The parts that make up any deal in which you are lent money.

The main law

In Russia, relations between a borrower and a bank or microfinance organization are governed by Federal Law No. 353-FZ of 21 December 2013 “On Consumer Credit (Loans)”. It sets out what the contract must contain and what rights the borrower has.

Glossary

Two layers of terms

The contract consists of general terms, which are the same for all of the lender's customers, and individual terms agreed with you personally: amount, term, interest rate and payment procedure. You need to read both layers.

Documents

Payment schedule

The schedule shows how much you pay and when, and which part of each payment goes to interest and which to the debt itself. It is the clearest way to see the real burden on your budget.

Documents

Cost and overpayment

Where to see the price of a loan and what caps the law sets.

Total cost of credit

The total cost of credit includes not only interest but also mandatory payments under the contract. It is shown in a square box in the top right corner of the first page of the contract, before the table of individual terms.

Guides

Daily cap

Since July 1, 2023, the interest on a consumer loan may not exceed 0.8% per day. If the contract says more, that is a reason to decline to sign and ask questions.

FAQ

Overpayment cap

On loans of up to 1 year, the total overpayment may not exceed 130% of the loan amount. In other words, on top of the money you received, you can be asked to pay no more than that share.

Online loans (in Russian)

Who may issue loans

Not every organization may issue consumer loans as a business.

Bank of Russia registers

The Bank of Russia keeps the state register of microfinance organizations and publishes information about other financial market participants. Before applying, check the lender there rather than by reviews and pictures on its website.

Guides

Signs of an illegal lender

Be on your guard if the organization is not in the registers, its company details are missing from the website or do not match, or you are asked to sign the contract before you have seen the terms.

Examples

Borrower rights

A few options that are worth knowing about in advance.

Changing your mind in the first 14 days

Within 14 calendar days of receiving a loan, you can repay it early without notifying the lender, paying interest only for the period you actually used the money.

FAQ

Self-ban

Since March 1, 2025, you can set a self-ban on consumer credits and loans via the public services portal or at a multifunctional center. It protects you from debt being taken out in your name without your knowledge.

Guides

Information before signing

The lender must show you the individual terms before the contract is concluded. You have the right to read them calmly, ask questions and walk away if anything is unclear.
